Medicaid: Ending the IMD Exclusion for Mental Health and Addiction Treatment

This bill eliminates the Medicaid rule (IMD Exclusion) that prevented medical assistance for mental health and substance use disorder treatment in institutions for mental diseases (IMDs) for patients under 65 years of age. The change allows these individuals to access Medicaid coverage for such care. These facilities must now meet new, nationally recognized, evidence-based quality standards approved by the Secretary.
Key points
Expanded Access to Care: Medicaid will be able to cover treatment costs in institutions for mental diseases (IMDs) for patients under 65 years of age.
Required Quality Standards: IMD facilities must meet nationally recognized, evidence-based standards (including staffing credentials and clinical care hours) to qualify for funding.
Addiction Treatment Included: The bill explicitly includes standards for substance use disorder programs within the definition of IMDs.
