Support for US Territory Students: Lower Tuition, Work Requirement

This act aims to improve access to higher education for residents of US outlying areas like the Virgin Islands and Guam. Through a new program, students can receive grants to cover the difference between in-state and out-of-state tuition fees. A condition for receiving this aid is to work in their home territory after graduation, which is intended to support local economies.
Key points
Tuition Assistance: Students from outlying areas can receive up to $15,000 annually (maximum $45,000 total) to cover tuition differences at US institutions.
Post-Graduation Work Obligation: To avoid repaying the grant, students must work for at least 2 years in their home territory within 4 years after completing their studies.
Support for Local Communities: The program encourages graduates to return and work in their territories, fostering local development.
Program Administration: Governors of the outlying areas will manage the program, with support from the US Secretary of Education.
