Defense Climate Resilience and Readiness Act: Net-Zero Energy and Green Procurement

This Act mandates the Department of Defense (DoD) to achieve aggregate net-zero energy use across its non-operational sources by the end of 2034. It introduces new contracting rules that favor companies using green manufacturing technologies and renewable energy. Furthermore, the law requires regular assessments of climate threats to military bases and authorizes funding for research into energy storage and microgrids.

Net-Zero Energy Goal: The Department of Defense must achieve aggregate net-zero energy across the Department in use of energy by non-operational sources (fixed installations, enduring locations, and non-tactical vehicles) by December 31, 2034.
New Procurement Rules: DoD contracts starting October 2025 will require contractors to disclose energy consumption. Contractors that do not verifiably produce as much renewable energy as they consume will be required to pay a fee equal to 1% of the contract value.
Climate Resilience Fund: Fees collected from contractors will be deposited into a new fund dedicated to climate-related improvements to prepare for or mitigate effects of extreme weather, flooding, wildfires, and other conditions.
Mandatory Reporting: The DoD must annually publish a list of the 10 installations within each military department that emit the most carbon and the 10 most vulnerable to climate change.
Research Investment: The Act authorizes appropriations (increasing to $250 million annually for fiscal years 2032-2034) for a program of research, development, and demonstration of hybrid microgrid systems and electric grid energy storage.
