Improved Veteran Transition Support: Enhancing the Solid Start Program Outreach

This Act improves the Solid Start program to better support service members transitioning to civilian life. It mandates outreach, including required phone calls to separating members before their discharge, to inform them about benefits and assistance programs. The goal is to ensure veterans receive critical information regarding benefits and crisis support before they leave the service.
Key points
Mandatory Early Contact: The VA must call every transitioning service member at least once, between 210 and 120 days before separation, regardless of the type or characterization of service.
Benefits Information: During the call, members will be informed about the benefits delivery at discharge program and provided contact information for local representatives or agents who can assist with filing disability compensation claims.
Crisis Prevention Coordination: The Solid Start program must collect suicide prevention policies and referral protocols of the Department of Defense to inform transitioning members in crisis of such resources.
Focus on Women Veterans: The program must prioritize outreach specifically to transitioning women service members.
