Unspent D.C. Tuition Funds to Lapse Annually

This bill changes how federal funding for D.C. resident tuition support is managed. Starting from fiscal year 2026, any unspent federal funds for tuition support will no longer carry over to the next year and will instead lapse. Additionally, an annual report will be required to detail how these funds were used, increasing transparency in public spending.
Key points
Unused federal tuition support funds for D.C. residents will expire at the end of each fiscal year, starting in 2026.
Changes are made to how D.C. public and private school tuition support programs are managed, removing the ability to carry over unspent funds.
An annual report to Congress on the use of tuition payments will be required, increasing oversight of expenditures.
