Automatic Rescissions of Non-Security Discretionary Appropriations

This bill provides for across-the-board rescissions of nonsecurity discretionary appropriations, effective from fiscal year 2026. If total annual appropriations exceed the previous fiscal year's level by more than 1%, the excess growth percentage is rescinded on a pro rata basis from nonsecurity discretionary funds.
