Amendment to permit terms in the Federal Water Pollution Control Act

The bill amends the Federal Water Pollution Control Act to specify fixed terms for National Pollutant Discharge Elimination System (NPDES) permits. Permits issued to a State or municipality are set to a term not exceeding 10 years. Permits issued to any other person are set to a term not exceeding 5 years. The bill also includes technical corrections to the Act.
