Mandatory Dental Coverage for Adults under Medicaid

This bill amends the Social Security Act to mandate that Medicaid programs in the 50 States and D.C. provide dental and oral health services for adults, including dentures and implants. This requirement applies to calendar quarters beginning on or after January 1, 2025. For a period of 12 quarters (three years), the Federal medical assistance percentage (FMAP) is set at 100% for expenditures related to these services, excluding services that were available prior to the enactment of the subsection.
Key points
Starting January 1, 2025, states are required to provide dental benefits to Medicaid adults, covering treatment, prevention, dentures, and implants.
The federal government will provide a 100% Federal medical assistance percentage (FMAP) for these services for the first 12 quarters (three years), provided the services were not previously covered.
The Secretary will publish a core set of adult oral health quality and equity measures, and states will be required to report on these measures annually.
