Gun Buyback Program: 125% Market Value for Voluntary Firearm Disposal to Boost Safety.

This Act establishes a federal grant program funding states, local governments, and licensed dealers to run voluntary gun buyback initiatives aimed at increasing neighborhood safety. Individuals disposing of firearms receive a smart prepaid card valued at a minimum of 125% of the gun's market price. Crucially, these cards are technologically restricted from being used to purchase new firearms or ammunition, and attempting to do so constitutes a new federal crime.
Key points
Grants fund local programs allowing individuals to exchange unwanted firearms for prepaid cards worth at least 125% of the market value, providing a financial incentive for disposal.
The prepaid cards are specifically blocked from being used to acquire new guns or ammunition; misuse of the card is punishable by fine and up to 2 years in prison.
All collected firearms must be checked against criminal databases and then recycled, unless they were used in a crime, in which case they are transferred to prosecuting authorities.
The program is authorized to receive $360 million annually (FY 2022-2024) to support local efforts to remove guns from circulation.
