Federal Spending Control: Sunset for Unauthorized Programs and New Accountability Commission
This Act establishes a mechanism to automatically phase out federal programs that have lost Congressional authorization if they are not reauthorized within three years. Unauthorized programs will face gradual budget cuts (10% in the first year, 15% in subsequent years) until termination, forcing Congress to regularly review and renew them. A new Spending and Accountability Commission is also created to review direct spending programs and propose a mandatory three-year reauthorization cycle for all discretionary spending programs, aiming to increase control over public funds.
