Federal Spending Control: Sunset for Unauthorized Programs and New Accountability Commission
This Act establishes a mechanism to automatically phase out federal programs that have lost Congressional authorization if they are not reauthorized within three years. Unauthorized programs will face gradual budget cuts (10% in the first year, 15% in subsequent years) until termination, forcing Congress to regularly review and renew them. A new Spending and Accountability Commission is also created to review direct spending programs and propose a mandatory three-year reauthorization cycle for all discretionary spending programs, aiming to increase control over public funds.
Key points
Automatic Budget Cuts: Federal programs lacking Congressional authorization will face automatic budget reductions (10% in the first year, 15% in the second and third years of being unauthorized).
Program Termination: Programs remaining unauthorized for three years will be completely terminated, compelling Congress to conduct regular reviews and renewals.
New Oversight Commission: A Spending and Accountability Commission, composed of Members of Congress, is established to review direct spending and propose a permanent, three-year reauthorization cycle for all discretionary programs.
Offset Mechanism: Budget cuts for unauthorized programs can be nullified if Congress enacts legislation reducing other direct spending by an equivalent amount.
