Stopping Excessively Loud Commercials on Video Streaming Services

This law extends existing rules on commercial loudness (CALM Act) to cover online video platforms, including streaming services that feature advertisements. This means ads viewed online cannot be significantly louder than the accompanying program, directly improving the overall viewing experience. The Federal Communications Commission (FCC) is required to establish these new regulations and enforcement rules within one year.
Key points
Rules limiting the excessive loudness of commercials, previously applied to cable and broadcast TV, will now cover video streaming services (e.g., VOD platforms with ads).
The FCC must create new regulations ensuring streaming advertisements are not louder than the movies or shows they accompany.
Compliance rules for traditional broadcasters are updated, making citizen complaints a key factor in determining violations.
