Changing how the CDC Director is appointed

This bill changes the appointment process for the Director of the Centers for Disease Control and Prevention (CDC). Currently, the Director requires Senate confirmation, but this will no longer be necessary after the changes. This means future CDC Directors could be appointed more quickly, without needing Senate approval.
