New Foster Care Homes: Supporting Families and Siblings

This act introduces a new type of foster care home, called "cottage family homes," to address the shortage of appropriate foster placements. The goal is to keep sibling groups together and provide children with a safe, supportive environment, including access to normal activities and continued connection with their biological families when appropriate.
Key points
Establishes "cottage family homes" as a new type of foster care placement eligible for funding.
These homes must meet high standards, including maintaining family connections, facilitating sibling placements, and implementing trauma-informed care.
Ensures children in these homes have access to age-appropriate extracurricular and social activities, similar to their peers living with families.
Implements systems for children to report concerns and for continuous quality improvement based on children's feedback.
Removes time limits on foster care maintenance payments for children placed in these homes.
