Changes to Diplomat Evaluations and Promotions: Ending DEI Criteria

This bill alters how U.S. Foreign Service officers are evaluated and promoted. Its main goal is to remove diversity, equity, inclusion, and accessibility (DEI) criteria from evaluation and promotion processes. Instead, evaluations will focus solely on merit-based principles and will also consider past performance improvement plans.
Key points
Diplomat evaluations will no longer consider their advocacy for or adherence to diversity, equity, inclusion, and accessibility (DEI) principles.
Foreign Service promotion processes will be based solely on merit system principles, without reference to DEI.
All past Performance Improvement Plans for diplomats will be mandatorily reviewed during promotion appraisals.
