Congress Members: Optional Retirement System and Savings Plan Participation

This act allows new members of Congress to opt out of the federal retirement system. At the same time, these individuals will still be able to participate in the savings plan available to federal employees. These changes provide greater flexibility in managing future retirement benefits for elected officials.
Key points
New Members of the House of Representatives (including Delegates) can choose not to participate in the Federal Employees Retirement System (FERS).
Members of Congress who opt out of FERS can still contribute to their Thrift Savings Plan (TSP) accounts.
