Plastic Tax: Boosting Recycling and Cleaner Ecosystems

This new law introduces a tax on virgin plastic and imported single-use plastic products. The collected funds will go into a special fund to support recycling, reuse, and plastic pollution reduction efforts, potentially impacting the prices of certain products and the availability of eco-friendly solutions.
Key points
Introduction of an excise tax on newly manufactured virgin plastic resin and imported single-use plastic items like packaging, beverage containers, and food service products.
The tax rate will increase gradually, starting at 10 cents per pound in 2024, and will be adjusted for inflation thereafter.
Funds from the tax will be directed to the Plastic Waste Reduction Fund, dedicated to improving recycling infrastructure, reuse systems, and plastic pollution cleanup activities.
Exemptions are provided for small manufacturers and importers, as well as for plastic used in medical products and certain specialized packaging.
The fund explicitly prohibits expenditures related to waste incineration, energy production from waste, or landfill use.
