This Act establishes a demonstration grant program offering a powerful matched savings incentive for low-income students pursuing higher education or career training. For every subsequent dollar saved by the student (after an initial deposit), the program provides an $8 match, drastically reducing the need for student loans. Crucially, participation in this savings program will not affect the student's eligibility for existing federal financial aid like the Pell Grant.
