Offshore Aquaculture Development: Research, Environmental Protection, and Community Support
This Act aims to develop offshore aquaculture in the United States while ensuring environmental protection and social equity. It establishes an assessment program for aquaculture projects, creates centers of excellence, and mandates studies on its impact, potentially affecting seafood availability and job opportunities, especially in underserved communities.
Key points
An offshore aquaculture assessment program will be established to evaluate how different projects impact the environment, wildlife, and navigation safety, focusing on minimizing negative effects.
Aquaculture Centers of Excellence will be created at minority-serving institutions, historically Black colleges, and Tribal Colleges, offering training and research programs, potentially creating new educational and career opportunities.
A comprehensive study by the National Academies of Sciences, Engineering, and Medicine will define the scientific basis for efficient offshore aquaculture regulation, including best operational practices and mitigation methods.
Priority consideration in the assessment program will be given to aquaculture projects owned or operated by veterans, members of environmental justice communities, or underserved communities, aiming to promote equity and local development.
Aquaculture projects must cultivate only native species, minimize escape risks and pollution, and comply with strict environmental regulations, ensuring the protection of marine ecosystems.
