Composting Support: Grants, Loans, and Environmental Conservation Recognition.

This act aims to facilitate organic waste composting, including food waste, by officially recognizing it as an environmental conservation practice. Citizens, farmers, and local communities can apply for grants and loan guarantees to develop composting programs and facilities, potentially reducing waste, improving soil quality, and lowering greenhouse gas emissions.
Key points
Composting, including food waste, will be recognized as an official conservation practice, potentially opening doors for farmer support.
Grants (up to $5 million, covering up to 75% of costs) and loan guarantees (up to $5 million, covering up to 80% of costs) will be available for composting projects.
Financial support will cover facility construction, equipment purchase, development of composting programs (e.g., home, community, urban), and activities promoting compost use.
Priority will be given to projects in areas with limited composting access, those creating new capacity, promoting best practices, involving small and diverse businesses, and serving disadvantaged communities.
The act authorizes $200 million annually for fiscal years 2024-2033 for composting support programs.
