Before any enforcement action to revoke a license, licensees will receive detailed notice of the violation and 30 business days to correct it.
Licensees facing revocation can directly appeal to a U.S. district court, and the revocation will be stayed until the court issues a judgment.
The act clarifies the definition of "willfully," excluding minor, clerical, or curable conduct from being considered willful.
