Catch-Up Payments for 1983 Beirut and 1996 Khobar Towers Victims

This bill establishes lump-sum catch-up payments for specific victims of the 1983 Beirut barracks bombing and the 1996 Khobar Towers bombing who had accepted applications and final judgments before December 29, 2022, but missed one or more of the four payment rounds issued by the Fund. These payments are calculated using the methodology from the Fairness for 9/11 Families Act, adjusted for any prior payments.
