Tribal Environmental Resiliency: Streamlining Federal Funding for Disaster and Climate Impacts.
This Act aims to simplify access for Indian Tribes to federal funding intended for combating the effects of climate change and natural disasters like floods or droughts. It allows Tribes to integrate funds from various programs into a single, comprehensive Plan, significantly reducing bureaucracy, accelerating decision-making, and enabling faster actions, including the relocation of threatened communities. Tribal citizens gain greater control over how and when funds are spent to protect their lands and way of life.
Key points
Simplified Funding Access: Tribes can combine funds from multiple federal programs (e.g., infrastructure, housing, land management) into one Plan, eliminating the need for numerous separate applications and reports.
Faster Action and Reduced Bureaucracy: The Act allows for the waiver of many administrative requirements, including matching requirements and competitive procedures, speeding up project implementation.
Expedited Procedures: Streamlined permitting and environmental review processes (including NEPA) are introduced, with set deadlines, ensuring projects can be executed more quickly.
Relocation Support: Funds can be used for the relocation of communities threatened by extreme weather or sea-level rise, including expedited land-into-trust acquisitions for the benefit of the Tribe.
