Ban on Painful Dog and Cat Research Funded by NIH
This new act aims to stop the National Institutes of Health (NIH) from funding research that causes significant pain or distress to dogs and cats. Citizens can expect greater transparency in how their tax dollars are spent on research, as well as a gradual phasing out of animal testing, which may influence scientific ethics and the search for alternative research methods.
Key points
Prohibition on NIH conducting or funding research causing significant pain or distress to dogs and cats, effective 90 days after enactment.
NIH must annually publish detailed reports on all ongoing and prospective dog and cat research, including costs and number of animals used.
The act requires NIH to explain efforts to phase out dog and cat research and report on any barriers to this phase-out.
The Government Accountability Office (GAO) will conduct an independent review of NIH's efforts to reduce and replace dog and cat research, and the effectiveness of adoption programs for animals after research.
