This will create a better learning and working environment for students and staff, offering access to modern amenities, which can positively impact educational quality and campus life.

Minority-serving institutions will receive grants for renovations, new construction, equipment purchases, and infrastructure improvements, including internet access.
Priority for grants will be given to institutions with the greatest needs, such as those vulnerable to natural disasters, with outdated infrastructure, or serving low-income students.
Funds can be used to enhance safety, energy efficiency, remove toxic substances, and make facilities accessible for individuals with disabilities.
The act also provides for the repayment and forgiveness of certain loans for Historically Black Colleges and Universities (HBCUs), easing their financial burden.
