Second Chances for Rural Hospitals: Expanding Emergency Care Access.

This law aims to restore healthcare access in rural areas by making it easier for certain closed hospitals to reopen as Rural Emergency Hospitals (REHs). The changes allow facilities that ceased operations between 2014 and 2020 to quickly resume providing emergency and outpatient services. Citizens in remote areas will gain better access to medical stabilization and basic care, with these provisions taking effect in 2027.

Allows previously closed rural hospitals (Critical Access Hospitals or rural subsection (d) hospitals) to qualify as Rural Emergency Hospitals (REHs).

New Medicare payment rules: Hospitals reopening close (less than 35 miles) to existing facilities will not receive the full additional federal payments.
The amendments made by this section shall apply beginning January 1, 2027.
