New Grants to Help Parents Find and Afford Child Care (HOPE Act).

This Act establishes a new grant program to provide parents with free information, counseling, and assistance regarding locating, enrolling in, and paying for child care services. The program will create a system of "navigators" dedicated to helping families understand available subsidies, tax benefits, and navigate complex child care systems. Up to $500 million annually is authorized for grants from 2025 through 2029.
Key points
Free Assistance for Parents: Families will gain access to trained staff who provide guidance on applying for subsidized child care and utilizing relevant tax provisions, potentially lowering household costs.
National Navigator System: Local organizations will receive federal funding to establish community-based outreach and support systems for working parents.
Focus on Equity and Privacy: Programs must actively reach underserved communities and maintain strict confidentiality regarding all personal information provided to the navigators.
