Federal Minimum Standards for State and Local Public Employee Collective Bargaining.

This Act establishes federal minimum standards guaranteeing state and local public employees the right to organize and collectively bargain over wages and working conditions. If a state's laws fail to meet these standards, the Federal Labor Relations Authority (FLRA) will step in to administer these rights. This ensures public sector workers nationwide have strong, uniform tools to negotiate better terms, though strikes that disrupt essential emergency services are prohibited.
