Integrated Healthcare: Better Coordination for Medicare and Medicaid Beneficiaries.

This Act aims to establish integrated care programs in states for individuals eligible for both Medicare and Medicaid (dual eligible individuals). Citizens will gain access to comprehensive care that combines medical, behavioral health, and long-term support services, managed by a single care coordinator. The changes are designed to simplify system navigation, ensure continuity of treatment, and increase federal oversight of service quality.
Key points
Integrated Care: Dual eligible individuals will receive comprehensive plans combining medical, behavioral health, and long-term support services.
Care Coordinator: Each patient will be assigned a coordinator who serves as a single point of contact, simplifying system navigation and creating a personalized treatment plan.
Patient Protection: Passive enrollment into plans is introduced (with an opt-out option), along with a 90-day guarantee of continuing active treatment after switching plans.
PACE Expansion: The comprehensive PACE program (Program of All-Inclusive Care for the Elderly) becomes mandatory for states and is made available to Medicare-eligible individuals under the age of 55.
