Funding to Increase Mental Health Staffing in High-Need Public Schools.

This Act establishes a major federal grant program to significantly boost the number of mental health providers, such as counselors and psychologists, in public elementary and secondary schools serving high-need student populations. The goal is to ensure students have better access to crucial mental health support by helping schools meet recommended staffing ratios. Priority is given to districts serving the largest numbers of low-income students.
Key points
Establishes a $5 billion grant program (FY 2025) for states to hire and retain school-based mental health services providers in high-need schools.
Schools receiving funds must work toward meeting recommended maximum ratios: 1 counselor per 250 students, 1 psychologist per 500 students, and 1 social worker per 250 students.
Funds must supplement, not supplant, existing state and local funding for school-based mental health services.
