Retirement Benefit Protection for Health Workers and First Responders.

This law protects the Social Security benefits of retired healthcare workers and first responders who returned to work during the COVID-19 pandemic. Earnings from January 2020 through May 2023 will not be counted in the Retirement Earnings Test, preventing benefit reductions. These protections are also extended to future public health emergencies to incentivize essential personnel to assist during crises.
Key points
Earnings of healthcare professionals and first responders from the COVID-19 period (Jan 31, 2020, to May 11, 2023) are exempt from the Social Security Retirement Earnings Test.
Eligible workers can keep their full Social Security benefits without reduction, despite earning income during the pandemic.
Similar exemptions will apply during future public health emergencies if the government declares a shortage of healthcare staff.
