Grants for Cosmetology Training on Textured Hair Care and Styling

This Act aims to improve cosmetology services by authorizing grants to states. These funds will support training in cosmetology schools, teaching students how to properly shampoo, condition, braid, twist, and style textured hair (coiled, curly, or wavy). Citizens will benefit from increased access to qualified professionals, leading to better service and greater diversity of offerings in hair salons.
Key points
The Secretary of Labor is directed to award grants to States to fund education and technical training on textured hair.
Cosmetology schools receiving subgrants must use the funds to provide mandatory curriculum on shampooing, deep conditioning, braiding, twisting, and styling textured hair.
Funds can also be used to develop training materials, hire and train instructors, and provide digital training, including prerecorded videos.
The goal is to increase access to qualified professionals skilled in caring for coiled, curly, or wavy hair.
