Human Trafficking Awareness: New Certification Program for Employers

This bill directs the Secretary of Homeland Security to establish a certification program to encourage employers in covered industries to encourage employees to complete training on recognizing and responding to human trafficking. Eligible employers receive a certificate of completion from the Department of Homeland Security (DHS) valid for one year.
Key points
DHS will establish the "Blue Campaign Certification Program" for employers in industries determined to have a relatively high prevalence of human trafficking.
Employers who demonstrate they have provided anti-trafficking training to employees may receive a certificate, which they are permitted to publicly display for a one-year period.
The program is designed to encourage efforts by employers to have employees complete training to recognize and respond to suspected human trafficking.
DHS is authorized to impose reasonable application fees on employers to cover the costs of administering the program.
