This Act imposes extensive financial and property sanctions against the Nicolas Maduro regime, prohibiting US citizens and entities from dealing in Venezuelan debt instruments and regime-issued cryptocurrencies. US persons must adhere to these prohibitions, impacting their investment and transactional capabilities related to Venezuela, with severe penalties for violations. It simultaneously authorizes support for pro-democracy groups and mandates the preparation of a large-scale humanitarian and development aid plan, to be implemented only after a democratically elected government takes power.
