Ranked Choice Voting Mandate for Federal Congressional Elections

This Act mandates the use of Ranked Choice Voting (RCV) for all federal elections for Senators and Representatives, eliminating the need for separate runoff elections. Citizens will be able to rank candidates by preference, ensuring their vote remains relevant even if their top choice is eliminated. These changes take effect starting January 1, 2027.
Key points
Implementation of Ranked Choice Voting (RCV) for all elections for Senator and Representative in Congress, including primaries and special elections.
Voters can rank candidates (at least five), and their vote automatically transfers to the next active candidate if their highest-ranked choice is eliminated.
Prohibition of separate runoff primary and general elections, simplifying the election calendar.
Federal funds ($4-$8 per registered voter) are provided to states to cover RCV implementation costs, including training and voter education.
