Ban on Taxpayer-Funded Painful Monkey Experiments by NIH.

This law aims to stop the National Institutes of Health (NIH) from funding or conducting research on monkeys that causes significant pain or distress (Categories D and E). This ensures that taxpayer money is no longer used for the most invasive animal testing procedures. Furthermore, the NIH must annually publish detailed reports on all primate research, increasing transparency regarding public spending.
Key points
Prohibits the use of taxpayer funds for the most painful experiments on nonhuman primates conducted or supported by the NIH.
Requires the NIH to publish annual public reports detailing all primate research projects, including costs, number of animals used, and efforts to phase out primate use.
Mandates an independent review (by the GAO) of NIH's effectiveness in reducing and replacing the use of nonhuman primates in research.
