Easier dog import for military, diplomats, and service animal owners returning to US.

This Act delays the implementation of strict new dog import rules for 18 months for military members, diplomats, and their families returning from abroad, as well as for individuals with service animals. This aims to ease the transition home for those serving overseas, allowing them to bring pets from low-risk rabies countries without immediately meeting complex new requirements. Furthermore, the law mandates a quick revision of regulations to waive the microchipping requirement for older dogs imported from these countries.
