Formalizing Global Cyber Defense: DHS International Partner Authority.

This law explicitly authorizes the Department of Homeland Security (DHS) and CISA to expand their cybersecurity missions internationally. It allows the US to send experts and share defensive tools and training with foreign partners to strengthen global cyber defenses. This cooperation is intended to enhance US homeland security by mitigating threats before they reach American infrastructure and citizens.
Key points
DHS and CISA are formally empowered to assign personnel outside the U.S. to assist allies with cybersecurity and critical infrastructure protection.
The U.S. can provide defensive equipment, technical assistance, and expertise (like incident response and threat sharing) to foreign governments.
Crucially, the assistance is strictly limited to defensive capabilities; no offensive cyber tools or services can be provided under this Act.
