D.C. Retrocession to Maryland: Jurisdiction Change and Voting Rights
This bill provides for the retrocession of the District of Columbia territory to the State of Maryland, excluding a defined 'Federal District' containing key government buildings. Retrocession will occur upon Maryland's acceptance. Citizens residing in the ceded area will vote in federal elections as residents of Maryland, and their legal matters will transfer to Maryland's jurisdiction.
Key points
The territory of D.C. (outside the designated Federal District) will be ceded to Maryland following a Presidential proclamation and Maryland's acceptance.
The Federal District (seat of the US Government) will remain under exclusive Congressional control and will not serve as a municipal corporation.
The Office of the D.C. Delegate to the House of Representatives is repealed, and Maryland will temporarily gain one additional Representative.
Laws providing for the seat of government's participation in the election of the President and Vice-President are repealed.
Federal retirement benefits for certain D.C. employees (e.g., courts, supervision agencies) are maintained after the transfer to Maryland jurisdiction.
