Forage Fish Conservation: New Rules for Sustainable Marine Ecosystems and Fisheries

This Act introduces stricter rules for managing small fish (forage fish) that form the base diet for larger fish, marine mammals, and birds. The goal is to ensure the stability of marine ecosystems and protect fish stocks, indirectly supporting sustainable fisheries and the availability of seafood for consumers. It also mandates improved monitoring for Atlantic herring and mackerel fishing.
Key points
Authorities must define and manage forage fish populations to ensure sufficient food supply for larger, commercially important fish species and other marine wildlife.
New fisheries targeting currently unmanaged forage fish are prohibited until full scientific analysis of their impact on the ecosystem and existing fishing communities is completed.
River herring and shad must be included in Atlantic herring and mackerel fishery management plans, and monitoring (observers or electronic means) on trawling vessels must be increased.
Annual catch limits for forage fish will be set based on the dietary needs of other marine wildlife, protecting the entire ocean food web.
