This Act aims to designate major Mexican drug cartels as Foreign Terrorist Organizations (FTOs). This designation grants US authorities enhanced powers to freeze assets, prosecute individuals providing material support, and deny entry to cartel members, significantly strengthening the fight against drug trafficking. The primary goal is to curb the flow of illicit fentanyl, which is responsible for hundreds of thousands of deaths annually and is the leading cause of death for young adults.

Nine major Mexican cartels (including Sinaloa and Jalisco New Generation) are formally designated as Foreign Terrorist Organizations (FTOs).
The FTO designation allows for tougher prosecution of individuals and financial institutions that knowingly provide material or financial support to these organizations, including human traffickers.
An Interagency Task Force, led by the Director of National Intelligence, is established to eliminate the threat posed by cartels, integrate intelligence, and coordinate strategic international operations.
