This act changes how federal clean water funds are distributed, ensuring stable minimum funding for states until 2028. Starting in 2029, funding will shift to a needs-based formula derived from detailed, biennial infrastructure surveys, aiming to improve water quality and system resilience against disasters. States are also allowed to use a small portion of funds to conduct these necessary infrastructure assessments.
