Authorizing National Biodefense Center: Protecting Against Pandemics and Bioterrorism

This Act formally establishes and authorizes the National Biodefense Analysis and Countermeasures Center (NBACC) as the lead federal facility. This Center will be responsible for studying and understanding risks posed by natural, accidental, and intentional biological threats, such as pandemics and bioterrorism. Its activities are designed to directly enhance public safety by supporting criminal investigations and developing countermeasures.
