Higher and Flexible Payments for Farmers in Water and Land Conservation Programs.

This law significantly modifies the Conservation Reserve Enhancement Program (CREP) to boost financial support for agricultural producers. Landowners who agree to conserve water or permanently retire water rights will receive higher and fairer compensation rates, applied retroactively to existing contracts. Crucially, these payments are now exempt from general federal payment caps, allowing farmers to receive greater overall financial assistance for environmental stewardship.
Key points
Farmers gain financial flexibility by choosing how to allocate their annual CREP payments across the agreement period.
Payments for permanently retiring water rights must now match the higher irrigated acre payment rates.
CREP rental payments are exempted from federal payment limitations, allowing participants to receive higher total support.
New, fairer payment calculations for water conservation agreements will be applied retroactively to existing contracts.
