Stronger online privacy protection for children and teens, banning targeted advertising

This Act amends the Children's Online Privacy Protection Act of 1998 to extend protections to teens (ages 13-16) and connected devices. Operators of websites and apps must obtain verifiable consent from a parent (for children) or the teen (for teens) before collecting and using personal data. The Act prohibits collecting or using personal information of children and teens for the purpose of individual-specific advertising.
Key points
Expanded Scope: Protections now cover children (under 13) and teens (13-16), including mobile apps, online services, and connected devices.
Targeted Advertising Ban: Operators are prohibited from collecting or using personal information of children or teens for the purpose of individual-specific advertising.
Right to Delete: Teens (or parents of children) have the right to request the deletion of collected personal information and content they have submitted.
Consent Requirement: 'Verifiable consent' from a parent (for children) or the teen themselves is required before collecting, using, or disclosing their personal information.
Data Retention Limits: Operators may not retain personal information of a child or teen for longer than is reasonably necessary to fulfill a transaction or service.
