Establishment of the ReConnect Program for Rural Broadband

This Act amends the Rural Electrification Act of 1936 to establish the ReConnect program. The program provides grants and loans for the construction, improvement, and acquisition of facilities and equipment for broadband service in rural areas. To qualify for funding, projects must provide transmission capacity of at least 100-Mbps (downstream and upstream) and participate in federal internet affordability programs.
