Pilot Program: Portable Benefits for Independent Workers

This Act requires the Secretary of Labor to establish a pilot program to provide portable benefits to eligible workers (such as independent contractors, temporary workers, and the self-employed). Workers performing eligible work will be able to maintain benefits (e.g., health insurance, retirement savings, training) upon changing jobs. The Secretary of Labor will award grants to eligible organizations (State or local governments or nonprofit organizations) to support innovation and experimentation regarding these benefits.
