Requirement for Certain Agencies to Absorb Port-In Housing Vouchers.

The bill requires public housing agencies utilizing less than 95% of their budget authority to absorb Housing Choice Vouchers (Section 8) ported in by families from other jurisdictions. These agencies may bill the initial agency for a maximum of 12 months, after which they must fund the assistance using their own resources. These changes aim to regulate voucher portability within the Housing Choice Voucher program.
Key points
Public housing agencies utilizing less than 95% of available budget authority are defined as 'covered public housing agencies'.
A covered agency must notify the initial agency whether it will absorb the voucher immediately or bill the initial agency for a period of not more than 12 months.
After a maximum of 12 months from the initial billing, the receiving agency may no longer bill the initial agency and must absorb the assistance payments.
