Site-based Invoicing and Transparency Enhancement Act (SITE Act)

This bill amends Title XVIII of the Social Security Act to promote Medicare site-neutral payments. It sunsets certain payment exceptions for services furnished by off-campus hospital outpatient departments starting in 2025 and mandates separate health identifiers for these locations. Additionally, the bill establishes funding for Graduate Nursing Education costs to train Advanced Practice Registered Nurses (APRNs) through an educational 'Hub' structure.
Key points
Promoting Site-Neutral Payments: Starting January 1, 2025, the bill sunsets certain payment exceptions for items and services furnished by off-campus hospital outpatient departments and introduces a 30 percent payment reduction for certain off-campus emergency departments.
Billing Transparency: Off-campus hospital outpatient departments must obtain and use a separate unique health identifier (NPI) on claim forms for services furnished on or after January 1, 2025.
Nurse Training Funding: A new program will fund the training of thousands of Advanced Practice Registered Nurses (scaling up to 20,000 annually by 2030-2031) to address workforce needs in primary care and rural areas.
