This bill aims to prevent government shutdowns by implementing automatic, temporary funding if Congress fails to pass a budget on time. This means government programs and projects will continue at the previous year's funding level. However, this funding will be gradually reduced after a set period to incentivize the passage of a full budget.
Key points
Continuity of Programs: If a budget is not enacted, government programs and projects will automatically continue at the previous year's funding level or the level of the most recent continuing resolution.
Gradual Funding Cuts: If temporary funding lasts longer than 120 days, the funding level will be reduced by 1%, and then by another 1% every subsequent 90 days.
Duration of Authority: Funding is available from the first day of a lapse in appropriations until a regular appropriation bill or a new continuing resolution becomes law.
Carryover to Next Year: If the automatic funding is in effect at the end of a fiscal year, funding levels continue into the next fiscal year.
