Foreign Service Promotions Reform: Merit-Based Evaluations and DEI Criteria Removal.

This legislation changes how Foreign Service officers (diplomats) are evaluated and promoted by eliminating the requirement to consider their advocacy for Diversity, Equity, Inclusion, and Accessibility (DEI/A) principles. Promotions must now rely strictly on merit system principles and actual performance results. Furthermore, the promotion process will mandate a review of any Performance Improvement Plans (PIPs) issued over the preceding five years, emphasizing accountability for past performance issues.
Key points
Diversity, Equity, Inclusion, and Accessibility (DEI/A) criteria are prohibited from being used in the evaluation and ranking process for Foreign Service tenure and promotion.
The State Department must replace all DEI/A references in official manuals with adherence to merit system principles.
Selection boards must now review an officer's history of unacceptable performance (Performance Improvement Plans) from the last five years during promotion appraisals.
